IE (7) won't open

Repairing PC on behalf of neighbour. Once I'd got it loading went to update
site. PC was running IE6. Scan concluded that 76 High Priority updates
required, 11 optional software and 1 optional hardware.

Downloaded and installed ALL high priority OK.

Download and installed 10 of ll optional software -Microsoft .NET framework
3.0: x86 (KB928416) failed and error report sent.

Restarted and rescanned and 5 further updates required - no mention of
failed one above. Downloaded and installed OK. Restarted.

At this point tried to open IE to check for futrther updates.

- Can't open using desktop icon
- Can't open using start menu icon
- Can't Open using all programs icon
- Can't open using Program Files/Internet Explorer icon

Already had downloaded copy of IE7, so re-installed. However still same
scenario. I cannot open IE under any method

Internet connection is there as I can update Spybot etc etc. Why won't IE
open ??? Can someone tell me how to resolve

Please try the IE7 group.
The recommended newsgroup is microsoft.public.internetexplorer.general

In a proper newsreader:
